Our Executive Team


Tom Rouse

CEO & Founder

After 40 + years in the banking industry, Tom Rouse, CEO/Founder, recognized there was a need to open a multi-service Medical Facility.  This awareness came from his having to take his Father, a WWII veteran, to different locations to receive medical treatment.  The time, the duplication of medical information, the travel etc., made him realize that if it was difficult for him to manage doing this, then it was perhaps even more difficult for others. 

As a result, Regional Health and testing center was created.

Tom received his Associates Degree from Louisburg College, and his BS degree from the University of Alabama.

Tom resides in Florence, SC, after leaving NC. He is married, and has two Children and five grandchildren that he calls MAGIC!  Partially because the first initial in their names spell Magic, but because believes they truly are.

Jennifer McCullough

Director of Operations
Jennifer McCullough was named Director of Operations in July of 2018. Her primary responsibilities are to oversee the day to day activities of all combined offices to ensure that they are all being led in the same direction and have the same mission. Jennifer is a graduate of Coker University where she earned a Bachelor of Science degree in Business Management. Her extensive experience working in and leading medical offices has helped her to fulfill her passion of taking care of people.

Jennifer resides in Florence SC but is originally from Indiana. She moved to South Carolina in 2012 along with her husband and two sons. Her other passion is her pets, which include her miniature schnauzer and her pet pot bellied pig. When she’s not working you will probably find her in the kitchen baking and decorating cookies!

Office Manager
Christy has 25 years experience in the healthcare field. She spent the last 23 years working for the same provider in a family medicine practice. She enjoys getting to know her patients and interacting with them on a daily basis.
Christy studied Health Information Management at Liberty University and Florence Darlington Tech, and is a Certified Professional Coder.
Christy is married and has one child. She enjoys reading and spending time on the beach.


Clinical Coordinator
Vicki has over 40 years experience working in the medical field. Before coming on board at our Florence location, she previously worked with Dr. J.P. Booth.

Vicki is married, and has 2 children and 6 grandchildren.

Office Manager


Sleep Studies/Director of Finance

Christy joined the Regional Health family in January 2020. She came over from the sleep study company that was acquired at that time. Her main job title is Director of Finance and entails many reports, balancing accounts, and contact with all locations.

Christy lives in Blythewood, SC but is a transplant from the Chicago NW suburb of McHenry. GO CUBS!! She moved to SC in 2007 with her husband and then two girls. Since then their family has grown by two more. Their love of the Cubs made them name their son after their favorite 2nd baseman, Ryne Sandberg. With children ranging from college graduate to elementary school Christy is always on the road and time is always filled.


Counseling Director
Renee is a Licensed Professional Counselor possessing more than 25 years in the field of Human Services.  Having earned a Baccalaureate Degree in Professional English and a Postgraduate Degree in Rehabilitation Counseling, Renee has invested more than 24 years as a local civil servant within state government in both direct service delivery and program management prior to advancements in the private sector.

Renee is well-versed in the areas of vocational counseling, substance abuse counseling, mental health counseling, clinical counseling, and child advocacy.  She has been afforded opportunities to rebuild and reshape the lives of children, adolescents, adults, entire families, and couples in both out-patient and in-patient settings.

With her long-standing commitment to improving the overall quality of life for populations served, Renee will provide clinical oversight within the Division of Counseling Services at each of the four (4) RHTC locations.

Director of Drug & Alcohol Division
Angie has been in occupational and industrial medicine since 1979, for 36 years with Dr. Bubba Nickles. in that time, she has taken pride in keeping companies safe and healthy and getting their needs taken care of.
She is a certified drug screen collector, a certified alcohol technician, and a certified medical assistant.
When not at work, look for her at the beach or on her way to one. Angie is married with one son and two grandchildren.

Kelley, NP

Nurse Practitioner (Hartsville, Florence)

Kelley is a South Carolina native that has over 19 years of nursing
experience in various settings, including the emergency room and critical
care. She is passionate about our weight management program and treating
patients with diabetes. She enjoys travelling with her husband, Matthew,
cross-stitching, Southern cooking, and most importantly, her babies, Poncho
and Coco.

Valencia, NP

Nurse Practitioner (Myrtle Beach)

Valencia is a Family Nurse Practitioner with over twenty years of nursing experience. She graduated with her Doctorate in Nursing Practice from the University of St. Joseph in West Hartford, CT in 2016.  She has spent most of her career caring for chronically ill patients, providing Primary Care, and caring for the elderly, the under-served, and Veterans.

Kendrea, FNP

Nurse Practitioner (Florence)

Kendrea was born in Brooklyn, New York but was raised in Florence, South Carolina. She is newly married to William Robinson. She obtained her ADN at Florence Darlington Technical College and her Bachelors in Nursing from South University. She obtained her Masters in Nursing of Science, Nurse Practitioner from South University. She is a member of American Nurse Practitioners Association and American Nurse Association. Mrs. Robinson has worked as a registered nurse for several hospitals in the community as well as worked as a travel nurse for 4 years prior to the pandemic. 

It was during her stint as a Travel Nurse that Kendrea was able to evaluate most health issues directly related to poor mental health even within herself. This sponded her into creating awareness and upliftment of her community as a whole. She provides health promotion through various resources within the community, with a focus on helping individuals decrease stress with a goal of decreasing chronic health conditions.

 Kendrea's impact in the community has led to writing newspaper articles about health, online health blogs, teaching in-person and virtual seminars as well as creating and hosting " Women Empowerment'' events over the last three years. Community outreach outside of One Moore Step has been with the Florence Darlington Technical College RUSH program seminars and The Alpha Phi Alpha Fraternity, Inc Delta Kappa Lambda Chapter Project Alpha program and president of Ladies Divine to Shine. She is the author of "Married to Self Love.... Keeping the Balance", which focuses on the importance of maintaining balance spiritually, mentally, and physically.  Designed to help individuals live in purpose on purpose.
